*(2A)  Unless the President, acting in hisdiscretion, otherwise directs the Speaker in writing, a Bill seeking to amend —

(a) this clause or Article 5A;

(b) any provision in Part IV;

(c) any provision in Chapter 1 of Part Vor Article 93A;

(d) Article 65 or 66; or

(e) any other provision in thisConstitution which authorises the President to act in his discretion,shall notbe passed by Parliament unless it has also been supported at a nationalreferendum by not less than two-thirds of the total number of votes cast by theelectors registered under the Parliamentary Elections Act (Cap. 218).

PART III, Protection of the Sovereignty of the Republic of Singapore, Article 8 (1).(Mandatory Referendum)

A Bill for making an amendment to this Partshall not be passed by Parliament unless it has been supported, at a nationalreferendum, by not less than two-thirds of the total number of votes cast bythe electors registered under the Parliamentary Elections Act (Cap. 218).

(4) Where the tribunal is of the opinion that the Bill or any provision thereinprovides, directly or indirectly, for the circumvention or curtailment of thediscretionary powers conferred upon the President by this Constitution, and thePresident either has withheld or withholds his assent to the Bill under clause(1), the Prime Minister may at any time direct that the Bill be submitted tothe electors for a national referendum.

No surrender of sovereignty or relinquishment of control over the PoliceForce or the Armed Forces except by referendum

(b) no relinquishment of control over the Singapore Police Force or theSingapore Armed Forces, unless suchsurrender, transfer or relinquishment has been supported, at a nationalreferendum, by not less than two-thirds of the total number of votes cast bythe electors registered under the Parliamentary Elections Act (Cap. 218)

Referendums are also mandatory at the national level in issues related to Fundamental Liberties, Competences of the President and Presidential Election, Prorogationand Dissolution of Parliament and GeneralLegislative Elections.
