Does the country use open source software in electoral processes?

UAE used an advanced technology system throughout its election process (biometric ID, card readers and e-voting). However, all this technology has been implemented through close systems designed by private companies (Scytl and Logica now CGI).
“The e-voting software itself was an international commercial e-voting solution that was based on proprietary source codes. The e-voting system was required to be certified by an international body. The core e-voting Solution was certified by an independent international body following EU guidelines, namely the Austrian Centre for Secure Information Technology (A-Sit), an independent renowned certification Authority appointed by the Federal Ministry of Science and Research to certify the security of the software. The audit was carried out applying the e-voting standards of the European council as well as analysing the security architecture and source code of the e-voting software in accordance with the Austrian students’ law. The used software development processes and methodologies were audited against ISO/IEC 15408.
