Most of the Iraqi experts asked said that there is no regional example that shows the necessity for using open-source systems in managing Iraqi elections. The EMB prefers using private companies in administering technological issues, and sometimes perform it from outside Iraq in advanced technological firms (for example: printing electronic voter ID outside Iraq).
