Article 104
The counting is public. It is performed without interruption in the presence of representatives of candidates or lists. One of the vice presidents opens the envelope, the other reads the newsletter, assessors register on a count sheet the counting of votes. (Law No. 10/98 of 10 July 1998).
Article 108
Immediately after the end of the count, the record of operations election is drawn up in seven copies and signed by the office of the assessors, the Vice-Presidents and Of the president. The ballots declared invalid shall be annexed, as well as the attendance list of voting, the ballot tally sheets or any documents relating to the election incidents. Other papers are publicly incinerated. The results are immediately announced to the public by the president's office. These results also indicate the percentage of votes obtained by each candidate or each list against all the votes validly cast. (Law No. 10/98 of 10 July 1998).
Article 111
When the elections are over and the results announced, each polling station transmits the communal electoral commission or electoral departmental commission, as appropriate, the Minutes together with the documents to be annexed thereto, all to be sent to the Provincial Electoral Commission. The said report is drawn up in seven copies, one of which is kept by the election commission concerned. (Law No. 10/98 of 10 July 1998).
Article 112
The electoral provincial commission draws up seven copies of the minutes its work and attaches attached documents from local election commissions, all for transmission to the National Electoral Commission and the Constitutional Court or the Court administration, as appropriate. The national electoral commission determines the arrangements for transmission of results and routing the minutes. (Law No. 10/98 of 10 July 1998).
Article 113
The national electoral commission proceeds to the general census of all votes. It establishes a report of its operations in seven copies. The Minister of the Interior, at the invitation of President of the National Electoral Commission, publicly announced immediately at the headquarters of the national electoral commission results for the entire territory. The president of the National Electoral Commission shall immediately send a copy of the procès verbal and annexed documents, the Constitutional Court respectively and the National Council of democracy. Article 114
The Constitutional Court declares the results of the election subject electoral disputes brought before it. In view of the act of proclamation, these results are published in the press as soon as possible. (Law No. 10/98 of 10 July 1998).
