If e-voting is currently being used, is it available for all voters or only some groups of voters?

Even though the Electoral Law establishes an electoral system, the elections scheduled for December 2001 have been postponed indefinitely. There has never been an election since the young nation got its independence in 1993. However, local elections continue to take place, with the latest being held in May 2003.
