According to the AceProject, the country lacks technological infrastructure to implement theelectronic tabulation system. A recent case of improper use of technology forthe country was the 1995 election in Equatorial Guinea, in which they tried touse a sophisticated system of sending results by fax via satellite throughCanada, at an exorbitant cost and with disastrous results.

Votes are countedmanually, and minutes prepared for the vote counting procedure, which must thenbe transferred to the Electoral Commission headquarters.
