21.-(1) Subject to the provisionsof Article 39, 47 and 67 of this Constitution and of the laws of the land inconnection with the conditions for electing and being elected or for appointingand being appointed to take part in matters related to governance of thecountry, every citizen of the United Republic is entitled to take part inmatters pertaining to the governance of the country, either directly or through representatives freelyelected by the people, in conformity with the procedures laid down by,or in accordance with, the law.

Constitution does not provide for any types of direct democracymechanism. It only mentions very vaguely the possibility of citizens indirectly participating in governance of the country (Article 21).
