Article 82: Referendum power

The President of the Republic may, in exceptionalcircumstances, within the deadlines for return of a draft law, submit for areferendum draft laws related to the ratification of treaties, to freedoms andhuman rights, or personal status, which were adopted by the Assembly of theRepresentatives of the People. The submission to referendum shall be deemed awaiver of the right to return the draft law to the Assembly.

If the result of the referendum is the ratification ofthe draft law, the President of the Republic shall sign it and order to publishit within a period not exceeding ten days from the date of announcement of theresults of the referendum.

The election law shall regulate the procedures forconducting the referendum and announcing its results.

Article144: Procedure

TheSpeaker of the Assembly of the Representatives of the People shall submit allpropositions to amend the Constitution to the Constitutional Court to ensurethat such propositions do not affect any provision that cannot be amended inaccordance with this Constitution.

TheAssembly of the Representatives of the People shall study the proposedamendment with a view to obtaining the approval of the absolute majority of themembers on the principle of amendment.

TheConstitution shall be amended upon the approval of two-thirds of the members ofthe Assembly of the Representatives of the People. After an amendment bytwo-thirds of the members of the Assembly has been approved, the President maysubmit the amendment to referendum in which case it will be adopted if itreceives an absolute majority of votes cast.
