Legal provisions for mandatory referendums at national level

Article3. Questions solved by way of nation-wide voting-referendum

I. Peopleof Azerbaijan may solve any questions involving their rights and interests byway of referendum.

II. Thefollowing questions may be solved only by way of referendum:

1.acceptance of the Constitution of the Azerbaijan Republic and introduction ofamendments thereto;

2. changeof state borders of the Azerbaijan Republic

According to Article 3(2) of theConstitution, acceptance of the Constitution and the amendments to theConstitution must be done by referendum. Besides, any change in state bordersalso requires a referendum.
