ARTICLE XIV

AMENDMENTS

Section 1. Anamendment to this Constitution may be proposed by a Constitutional Convention,popular initiative, or by the Olbiil Era Kelulau, as provided herein: (a) atleast once every fifteen (15) years, the Olbiil Era Kelulau may submit to thevoters the question: “Shall there be a

Convention torevise or amend the Constitution?”. If a majority of the votes cast upon thequestion is in the affirmative, a Constitution Convention shall be convenedwithin six (6) months

thereafter, in amanner prescribed by law; (b) by petition signed by not less than twenty-fivepercent (25%) of the registered voters; or (c) by resolution adopted by notless than three-fourths (3/4) of the members of each House of the Olbiil EraKelulau.

Articles II Section 3.

Majorgovernmental powers including but not limited to defense, security, or foreignaffairs may be delegated by treaty, compact, or other agreement between thesovereign Republic of Palau and another sovereign nation or internationalorganization, provided such treaty, compact or agreement shall be approved bynot less than two-thirds (2/3) of the members of each house of the Olbiil EraKelulau and by a majority of the votes cast in a nationwide referendumconducted for such purpose, provided, that any such agreement which authorizesuse, testing, storage or disposal of nuclear, toxic chemical, gas or biologicalweapons intended for use in warfare shall require approval of not less thanthree-fourths (3/4) of the votes cast in such referendum..

Article XIII Sections 6

Section 6. Harmfulsubstances such as nuclear, chemical, gas or biological weapons intended foruse in warfare, nuclear power plants, and waste materials therefrom, shall notbe used, tested, stored, or disposed of within the territorial jurisdiction ofPalau without the express approval of not less than three-fourths (3/4) of thevotes cast in a referendum submitted on this specific question.

GENERALPROVISIONS

Section 2. ThePalauan and English versions of this Constitution shall be equallyauthoritative; in case of conflict, the English version shall prevail.
