The Organic Law on Peace-Building in Bougainville-Autonomous Bougainville Government and BougainvilleReferendum 2002, section 55 which details mechanisms to extend thatreferendum to ‘non-resident Bougainvilleans’.

Whilst the national Constitution provides for a mandatorydevolution (really ‘independence’) referendum for the island of Bougainville,it is not a ‘national referendum’, rather a sub-national independencereferendum. Only the people of Bougainville are to be consulted.
