Art. 5 (new) - The council of the Independent Higher Authority for Elections is composed of seven members appointed by Presidential decree, chosen as follows:
- three members chosen by the President of the Republic from among the members of the previous independent higher authorities for the elections.
- A magistrate of the judicial order having a seniority of at least ten years of effective work, among three magistrates proposed by the council of the judicial magistracy.
- A magistrate of the administrative order having a seniority of at least ten years of effective work, among three magistrates proposed by the council of the administrative magistrature.
- A magistrate of the financial order, having a seniority of at least ten years of effective work, among three magistrates proposed by the council of the financial magistrature.
- An engineer specializing in information systems and computer security, with effective seniority of at least ten years, among three engineers proposed by the National Center for Computer Science.
In this position, magistrates are deemed to have never left their ranks.
Candidatures are presented to the President of the Republic by the organizations concerned.

Art. 9 (new) – The mandate of each of the members of the council of the Independent Higher Authority for Elections is fixed at four years non-renewable.
