Who drafts the referendum question?

Questions at referenda, Article 3.

(2) The questionfor decision by a referendum referred to in Section 2(b) shall be –

'That the_______________________ (identifying the Act) to amend the Constitution shouldbe supported?'

(3) In either case, the precise form of thequestion shall be decided by the Electoral Commission.

Article 3(2) of Referenda Act 1984 provides a template for theballot text. In any case, the Electoral Commission is responsible for theprecise form of the question, for both constitutional referenda and recallelections.
