Are referendum results binding?

Alteration ofConstitutions and Supreme Court Order,
Section 38.
(3) Abill to alter this section, the Schedule to this Constitution or any of theProvisions of this Constitution specified in Part 1 of that Schedule or any ofthe provisions of the Courts Order specified in Part 2 of that Schedule shallnot be submitted to the Governor-General for his assent unless-
a. there has been an interval of not lessthan ninety days between the introduction of the bill in the House and thebeginning of the proceedings in the House on the second reading of the bill;and
b. after it has been passed by the House thebill has been approved on a referendum by not less than two-thirds of all thevotes validly cast on that referendum.
Ifthe referendum is passed by 2/3 support, it is submitted to theGovernor-General for his assent. However, It is not clear whether or not theGovernor-General can block the bill at this stage.
