Constitution of the Democratic Republic of Timor Leste (adopted 20 May 2002)

Article 66(3). Matters falling under the exclusive competence of the parliament, the Government and the Courts as defined by the Constitution shall not be the subject of referendum.

Aricle 85. (Adoption of international treaties)

a) To promulgate statutes and order the publication of resolutions by the National Parliament approving agreements and ratifying international treaties and conventions;

Article 95(2). (Taxes and public expenditure commitment)

It is exclusively incumbent upon the National Parliament to make laws on:

p) The tax policy;

q) The budget system.

Article 95(2). (Civil Service)

It is exclusively incumbent upon the National Parliament to make laws on:

k) The status of office holders in the organs of State;
