Issues in relation to which referendums are mandatory at the national level

1.- Total reform of the Constitution. 2.- Partialreform of the Constitution: A mandatory constitutional referendum has to becalled when a partial (not complete) reform of the Constitution affects thePRELIMINARY TITLE, the Chapter II, Division 1 of PART I., or PART II. Once theconstitutional reform is approved by two thirds of the lower house (Congreso deland the upper house, Parliament will be dissolved and Legislative Electionswill be called. If the new Parliament ratifies the ammendement of theConstitution, by a majority of two thirds in each chamber, the reform will bethe issue of a national Referendum.
