Article 21.Procedure for Formation and Status of the Central Election Commission of theRussian Federation

1. The CentralElection Commission of the Russian Federation shall be a federal state bodyorganizing the preparation and conduct of elections, referendums in the RussianFederation in accordance with its powers established by this Federal Law, otherfederal laws.

Legislation does not specify directly.However, it can be assumed that EMB is in charge of dealing with the issue. SeeArticle 21 of Federal law “On Basic Guarantees of Electoral Rightsand the Right of Citizens of the Russian Federation to Participate in aReferendum” and other laws.
