Postal voting is dealt with in Part XII of the Organic Law. Section 98(1)(e) of the Organic Law, dealing with eligibility for postal voting, states that ‘an elector who is a citizen residing abroad, may make an application for … a postal ballot-paper’. Section 2(b) and Part XIX of the Organic Law limits that Law’s application to Local-level elections:  in particular section 282 provides that Part XIII (polling) applies to Local-level elections, but not Part XII (postal voting). Section 104(1)(b) makes overseas postal voting relatively easy, by providing that ‘whenever the vote is recorded outside the country, a person who is well known to the elector’ can be the ‘authorized witness’ who verifies their identity in the postal vote certificate that must accompany the ballot.
