3. (1) For the purposes of conducting elections under this Act, there shall be established the Electoral Commission. [...]

(1) The Commission shall be responsible for the general direction, control and supervision of the preparation of the voters' register and the conduct of elections in every constituency and enforcing with respect to all election officers, fairness, impartiality and compliance with the electoral law. (4) The Commission shall, in the exercise of its functions act impartially and independently of any political or governmental influence and shall not be subject to the direction or control of any other person or authority. The Commission shall conduct its affairs in a transparent manner, consistent with good election management practice.
