Article 82: Voters who are registered in the register of voting rights of citizens of the Republic of Slovenia who do not have permanent residence in the Republic of Slovenia may vote by post or at a diplomatic or consular mission of the Republic of Slovenia, if the country in which they reside allows such voting, or if an interstate agreement allows it. A ballot paper with an attached voter card shall be sent to these voters in due time. Voters who are abroad on the day of voting because they are temporarily residing there may vote by post or at a diplomatic and consular mission of the Republic of Slovenia if they notify the State Election Commission no later than 30 days before the day of voting and if the country in which they reside allows such voting, or if an interstate agreement allows it. If a voter votes by mail, the ballot paper is counted if the ballot envelope is accompanied by a hand-signed ballot card. The provisions applicable to voting in the Republic of Slovenia shall apply mutatis mutandis to voting by post abroad and at diplomatic or consular missions of the Republic of Slovenia. Notwithstanding the provisions of Articles 73 and 74 of this Act, voting may be carried out by means of an official blank ballot paper containing the designation of the constituency and constituency and instructions on the method of voting. The voter expresses his or her will by entering the name and surname of the candidate for whom he or she is voting or the name of the list of candidates for whom he or she is voting in the space on the ballot paper in his or her own hand or in any other way.

Article 9: With regard to matters not specifically regulated by this Act, the provisions of the Law on Elections to the National Assembly shall apply mutatis mutandis.

Article 19. With regard to the organisation and work at polling stations, voting and determining the result of voting, the provisions of the Act on Elections to the National Assembly shall apply mutatis mutandis, unless otherwise provided for in this Act.

Article 47a. Voting in a referendum at the local level is not subject to the provisions of the Act on Elections to the National Assembly relating to postal voting abroad and to voting at diplomatic and consular missions of the Republic of Slovenia. Voters who are abroad on the day of the vote, where they reside there temporarily or permanently, may vote by post in a referendum at the national level, provided that they notify the National Electoral Commission no later than fifteen days before the day of voting. Voters who are temporarily abroad on the day of voting may also vote in a referendum at the national level at a diplomatic and consular mission of the Republic of Slovenia abroad, provided that they notify the State Election Commission within the period referred to in the previous paragraph.
