1. Eligibility for registration: A person who is registered on the electoral roll is a Japanese citizen who is 18 years of age or older and has an address in that municipality, and who has been recorded in the basic resident register of that municipality for at least 3 calendar months from the date the resident record was created (for those who moved from other municipalities, the date of notification of moving in). In addition, due to the revision of the law in January 28, it was decided that the electoral list will be registered in the old address in the following cases (enforced on June 19, 28).
- A 17-year-old person who has been registered for more than 3 months at the old address has turned 18 years old within 4 months after moving out, but the period of registration of the resident record at the new address is less than 3 months.
- If a person over the age of 18 who has a resident record registration period at the old address for more than 3 months has moved out before being registered on the electoral roll within 4 months, and the registration period for the resident record at the new address is less than 3 months.
2. Registration: Registration on the electoral list is carried out regularly on the first day of March, June, September, and December (registration month) every year (regular registration), and is also carried out when an election is held (election registration). Once registered, the list is also called the "permanent electoral list" because it is valid forever unless it is expunged.
