55. Which institution(s) receives financial reports from political parties and/or candidates?

Art. 58(3) of The Electoral Code (325/2022, amended in 2025):

3) In the case of parliamentary, presidential, regional, local elections, and referendums, regardless of their type, political parties and electoral blocs that nominate candidates in elections, referendum participants, initiative groups, candidates for the office of President of the Republic of Moldova, as well as independent candidates, except for those provided for in paragraph (4), shall submit to the Central Electoral Commission reports on the income accumulated and expenses incurred during the election campaign, respectively, during the period of activity of the initiative groups, under the signature of the responsible persons, in compliance with the following deadlines:

a) weekly, according to the schedule approved by the commission in the calendar program;
b) within 3 days after the day of voting (Wednesday), for the entire election campaign
(final report);
c) in the case of initiative groups, the final report for the entire period of activity of the initiative group shall be submitted within a maximum of 3 days from the date of submission or, as the case may be, from the deadline for submission of the subscription lists to the commission.

Art. 29(1) of The Law on Political Parties (294/2007, amended in 2025):

“(1) The political party shall submit to the Central Electoral Commission, and the beneficiary of allocations from the state budget shall also submit to the Court of Accounts reports in electronic format on financial management, as follows:

a) semi-annually, by July 15 and January 15;
b) annually, by March 31;
c) within 10 days of the approval, by the competent body of the party, of the decision on the reorganization or self-dissolution of the political party.

(3) În cazul alegerilor parlamentare, prezidențiale, regionale, locale și al referendumurilor, indiferent de tipul acestora, partidele politice și blocurile electorale care desemnează candidați în alegeri, participanții la referendum, grupurile de inițiativă, candidații la funcția de Președinte al Republicii Moldova, precum și candidații independenți, cu excepția celor prevăzuți la alin. (4), prezintă Comisiei Electorale Centrale rapoartele
despre veniturile acumulate și cheltuielile efectuate în campania electorală, respectiv, în perioada de activitate a grupurilor de inițiativă, sub semnătura persoanelor responsabile, cu respectarea următoarelor termene:

a) săptămânal, conform graficului aprobat de comisie în programul calendaristic;
b) în termen de 3 zile după ziua votării (ziua de miercuri), pentru întreaga campanie electorală (raport final);
c) în cazul grupurilor de inițiativă, raportul final pentru întreaga perioadă de activitate a grupului de inițiativă se depune în termen de cel mult 3 zile de la data de prezentare sau, după caz, de la data-limită de prezentare a listelor de subscripție la comisie.”

Art. 29(1)  din Legea privind partidele politice (294/2007, modificată în 2025):

“(1) Partidul politic prezintă Comisiei Electorale Centrale, iar cel beneficiar de alocații de la bugetul de stat prezintă și Curții de Conturi, rapoarte în format electronic privind gestiunea financiară, după cum urmează:

a) semestrial, până la 15 iulie și 15 ianuarie;
b) anual, până la 31 martie;
c) în termen de 10 zile de la aprobarea, de către organul competent al partidului, a deciziei privind reorganizarea sau autodizolvarea partidului politic."
