47. Do political parties have to report regularly on their finances?

Ley 7524/25 “Art. 66.    Cada partido, movimiento político, alianza o concertación deberá remitir al Tribunal Superior de Justicia Electoral el balance, cuadro demostrativo de ingresos y egresos, así como un registro contable detallado de las contribuciones o donaciones recibidas para el financiamiento de estos con indicación de su origen, conforme a los formatos que serán reglamentados por el Tribunal Superior de Justicia Electoral, que deberá publicarlos en su portal web institucional a los diez días de haberlos recibido.

En el caso de los partidos políticos, alianzas o concertaciones electorales, además de lo señalado en el párrafo anterior, deberán presentar al Tribunal Superior de Justicia Electoral el informe pormenorizado con la correspondiente documentación respaldatoria acerca del cumplimiento que ha dado a lo dispuesto por el artículo 70 de este Código, dentro de los noventa días de finalizado el ejercicio anual.

Si del posterior análisis de estos reportes, surgiera la necesidad de solicitar alguna otra documentación que permita proseguir con los procesos de verificación de los mismos, el Tribunal Superior de Justicia Electoral podrá realizar el requerimiento correspondiente.

La Dirección Nacional de Ingresos Tributarios y la Secretaría de Prevención de Lavado de Dinero o Bienes, coadyuvarán las actividades de fiscalización realizadas por el Tribunal Superior de Justicia Electoral en el ámbito de aplicación de la presente ley, sin perjuicio de las facultades propias del Ministerio Público.”

Law No. 7524/2025, Article 66. Each political party, political movement, alliance or coalition must submit to the Superior Tribunal of Electoral Justice the balance sheet, the statement showing income and expenditures, as well as a detailed accounting record of the contributions or donations received for their financing, indicating their origin, in accordance with the formats to be regulated by the Superior Tribunal of Electoral Justice, which must publish them on its institutional website within ten days of having received them.
In the case of political parties, electoral alliances or coalitions, in addition to what is stated in the preceding paragraph, they must submit to the Superior Tribunal of Electoral Justice a detailed report with the corresponding supporting documentation regarding compliance with the provisions of Article 70 of this Code, within ninety days after the end of the fiscal year.
If, after analyzing these reports, it becomes necessary to request other documentation that would allow the verification processes to continue, the Superior Tribunal of Electoral Justice may issue the corresponding request.
The National Directorate of Tax Revenues and the Secretariat for the Prevention of Money or Asset Laundering shall assist the oversight activities carried out by the Superior Tribunal of Electoral Justice within the scope of application of this law, without prejudice to the powers of the Public Prosecutor’s Office.
