47. Do political parties have to report regularly on their finances?

Art. 29(1) și Art. 29(2) din Legea privind partidele politice (294/2007, modificată în 2025):

“(1) Partidul politic prezintă Comisiei Electorale Centrale, iar cel beneficiar de alocații de la bugetul de stat prezintă și Curții de Conturi, rapoarte în format electronic privind gestiunea financiară, după cum urmează:

a) semestrial, până la 15 iulie și 15 ianuarie;
b) anual, până la 31 martie;
c) în termen de 10 zile de la aprobarea, de către organul competent al partidului, a deciziei privind reorganizarea sau autodizolvarea partidului politic.

(2) Partidul politic beneficiar de alocații de la bugetul de stat prezintă, până la data de 10 a fiecărei luni, informația privind cheltuielile partidului din aceste alocații pentru luna precedentă și informația privind efectivul salariaților și al persoanelor angajate remunerate din alocații.”

“(1) The political party shall submit to the Central Electoral Commission, and the beneficiary of allocations from the state budget shall also submit to the Court of Accounts, reports in electronic format on financial management, as follows:

a) semi-annually, by July 15 and January 15;
b) annually, by March 31;
c) within 10 days of the approval, by the competent body of the party, of the decision on the reorganization or self-dissolution of the political party.

(2) Political parties receiving allocations from the state budget shall submit, by the 10th of each month, information on the party's expenditure from these allocations for the previous month and information on the number of employees and persons employed and remunerated from allocations.”
