14. Is there a limit on the amount a donor can contribute to a political party during a non-election specific period?

(4) O persoană fizică poate face donaţii unui sau mai multor partide politice. Donațiile făcute de o persoană fizică unui sau mai multor partide politice într-un an bugetar nu pot depăși suma a 6 salarii medii lunare pe economie pe anul respectiv. Totodată, acest plafon nu poate depăși 30% din venitul anual al acestora înregistrat pentru anul calendaristic precedent, iar în cazul cetățenilor Republicii Moldova care beneficiază doar de burse sau alte prestații sociale, plafonul donației nu poate să depășească un salariu mediu lunar pe economie pe anul respectiv.
În cazul cetățenilor Republicii Moldova cu statut de persoane cu funcție de demnitate publică, de funcționari publici, inclusiv cu statut special, sau de angajați în organizații publice în sensul Legii nr. 133/2016 privind declararea averii și a intereselor personale, suma donațiilor nu poate depăși 10% din venitul anual al acestora, totodată, nu poate depăși 6 salarii medii lunare pe economie pe anul respectiv. Dacă persoana fizică este membru de partid, în suma-limită menţionată se include şi suma cotizaţiilor de membru de partid plătite de aceasta într-un an, cotizaţia şi donaţia fiind reflectate separat în contabilitatea partidului politic şi în rapoartele privind gestiunea financiară a acestuia.
(41) O persoană fizică, în decursul unui an bugetar, poate face donații în numerar unui sau mai multor partide politice în valoare de până la un salariu mediu pe economie stabilit pe anul respectiv. Donațiile care depășesc această limită se vor face exclusiv prin operațiuni bancare.
(5) Donaţiile făcute de o persoană juridică unui sau mai multor partide politice într-un an bugetar nu pot depăşi suma a 12 salarii medii lunare pe economie stabilite pe anul respectiv. Persoana juridică care face o donaţie în bani unui partid politic trebuie să prezinte decizia organelor sale abilitate privind efectuarea donaţiei, să înregistreze donaţia şi să o reflecte în rapoartele sale contabile, de asemenea să informeze pe acţionarii sau membrii săi despre operaţiunile efectuate.

“(4) A natural person may make donations to one or more political parties. Donations made by a natural person to one or more political parties in a fiscal year may not exceed the amount of 6 average monthly salaries in the economy for that year. At the same time, this ceiling may not exceed 30% of their annual income recorded for the previous calendar year, and in the case of citizens of the Republic of Moldova who only receive scholarships or other social benefits, the donation ceiling may not exceed one average monthly salary
in the economy for that year.
In the case of citizens of the Republic of Moldova with the status of persons holding public office, civil servants, including those with special status, or employees of public organizations within the meaning of Law No. 133/2016 on the declaration of assets and personal interests, the amount of donations may not exceed 10% of their annual income, and may not exceed 6 average monthly salaries in the economy for that year. If the individual is a party member, the aforementioned limit also includes the amount of party membership fees paid by them in a year, with the membership fee and donation being reflected separately in the political party's accounts and in its financial management reports.
(41) During a fiscal year, an individual may make cash donations to one or more political parties in an amount not exceeding one average salary in the economy as determined for that year. Donations exceeding this limit shall be made exclusively through banking operations

(5) Donations made by a legal entity to one or more political parties in a fiscal year may not exceed the amount of 12 average monthly salaries in the economy established for that year. A legal entity making a cash donation to a political party must submit the decision of its competent bodies regarding the donation, record the donation and reflect it in its accounting reports, as well as inform its shareholders or members about the operations carried out.”
NOTE: The average monthly salary set for the year of 2025 is 16100 MDL.
