11. Is there a ban on donations from corporations with partial government ownership to political parties?

Art. 26(6) of The Law on Political Parties (294/2007, amended in 2025):

(RO)

“(6) Se interzice finanţarea, prestarea unor servicii cu titlu gratuit ori susţinerea materială sub orice formă, directă şi/sau indirectă, a partidelor politice de către: [...]

d) autorităţile publice, organizaţiile, întreprinderile, instituţiile publice, alte persoane juridice finanţate de la bugetul public sau care au capital de stat, cu excepţia cazurilor în care acordarea de servicii sau susţinerea materială este în mod expres prevăzută de legislaţie;”

“It is prohibited to finance, provide services free of charge, or provide material support
in any form, directly and/or indirectly, to political parties by: [...]

d) public authorities, organizations, enterprises, public institutions, other legal entities financed from the public budget or having state capital, except in cases where the provision of services or material support is expressly provided for by law”

Corporations with partial government ownership or the ones receiving state capital are forbidden from donating to political parties.
