18. Is there a limit on the amount a donor can contribute to a candidate?

1(3).  პარტიის ფინანსური საქმიანობის კანონიერებასა და გამჭვირვალობასთან დაკავშირებული, ამ კანონით დადგენილი ნორმები ვრცელდება აგრეთვე იმ პირზე, რომელსაც თავად აქვს განცხადებული საარჩევნო მიზანი და ამ მიზნის მისაღწევად შესაბამის ფინანსურ და სხვა მატერიალურ რესურსებს იყენებს.

7¹ განცხადებული საარჩევნო მიზანი ის ფაქტობრივი გარემოებაა, როდესაც იკვეთება კონკრეტული პირის არჩევნებში მონაწილეობის გზით ხელისუფლებაში მოსვლის სურვილი. განცხადება გაკეთებული უნდა იყოს საჯაროდ და მიმართული უნდა იყოს საზოგადოებრივი აზრის ჩამოყალიბებისკენ.

26¹(1) პარტიისთვის ამ თავით დადგენილი შეზღუდვები ვრცელდება პირზე, რომელსაც თავად აქვს განცხადებული საარჩევნო მიზნები და რომელიც ამ მიზნების მისაღწევად შესაბამის ფინანსურ და სხვა მატერიალურ რესურსებს იყენებს.

27(1) პარტიის მიერ საქართველოს თითოეული მოქალაქისგან წლის განმავლობაში მიღებულ შემოწირულებათა საერთო ოდენობა არ უნდა აღემატებოდეს 60 000 ლარს. პარტიის თითოეული წევრის მიერ განხორციელებული საწევრო შენატანების წლიური ოდენობა არ უნდა აღემატებოდეს 1 200 ლარს.

1(3) The norms set by this Law and relating to the lawfulness and transparency of the financial activities of a party shall also apply to a person who has declared his/her electoral goal and uses the related financial and other material resources to achieve that goal.

7¹ A declared intention to stand for elections is a situation where a specific person's desire to stand for elections is evident. Such declaration shall be made publicly and be directed towards the formation of public opinion.

26¹(1) The restrictions determined under this Chapter with respect to a party shall also apply to persons who have declared an intention to stand for elections and who use relevant financial and other tangible resources to achieve this intention.

27(1) The total amount of donations received by a party from each citizen during a year must not exceed GEL 60 000 per year. The annual amount of the membership fees paid by each member of a party must not exceed GEL 1 200.

Donation caps are stated for parties in Article 27(1), but the cumulative operation of Articles 1(3), 7¹ and 26¹(1) extends these limits to persons who have publicly declared an intention to stand for elections and use financial or material resources toward that goal; therefore, the GEL 60,000 per donor per year cap applies to candidates as well.
