48.3. Persons other than employees of campaign organisations, candidates and their campaign managers, assistants and campaigners are prohibited from conducting election campaigning.

Comment: Article 48.3 does not mention election spending. Mongolia’s law does not define “third-party campaign expenditure” and does not expressly address every form of independently financed activity. For example, it is not fully clear how Article 48.3 applies where a known person does not personally conduct campaigning but independently pays a platform, media organisation or service provider to disseminate material supporting or opposing a contestant.
