(1) U budžetu institucija Bosne i Hercegovine i međunarodnih obaveza Bosne i Hercegovine (u daljnjem tekstu: budžet BiH) osiguravaju se sredstva za finansiranje političkih stranaka, odnosno koalicija političkih stranaka i nezavisnih kandidata zastupljenih u Parlamentarnoj skupštini Bosne i Hercegovine i parlamentarnih grupa, odnosno klubova poslanika i delegata u Parlamentarnoj skupštini Bosne i Hercegovine.  (2) Ukupna sredstva iz stava (1) ovog člana ne mogu prelaziti iznos od 0,2% budžeta BiH u kalendarskoj godini.  (3) Političkim strankama, odnosno koalicijama političkih stranaka sredstva iz stava (1) ovog člana raspodjeljuju se na način da se:   a) 30% sredstava dijeli jednako svim političkim strankama, odnosno koalicijama političkih  stranaka koje su osvojile mandate,  b) 60% sredstava dijeli prema broju poslaničkih, odnosno delegatskih mandata, koje svaka politička stranka, koalicija političkih stranaka, odnosno nezavisni kandidat ima u trenutku dodjele mandata,  c) 10% od ukupnog iznosa raspoređuje parlamentarnim grupama srazmjerno broju poslaničkih, odnosno delegatskih mjesta koja pripadaju manje zastupljenom spolu.  (4) Članovi koalicije političkih stranaka učestvuju u raspodjeli sredstava iz stava 3. ovog člana na osnovu sporazuma za raspodjelu novčanih sredstava, koji je deponiran u Centralnoj izbornoj komisiji Bosne i Hercegovini, a ako takav sporazum ne postoji, sredstva se raspoređuju između članica koalicije političkih stranaka prema broju dobivenih mandata. (5) Parlamentarne grupe, odnosno klubovi poslanika i delegata i nezavisni kandidati u Parlamentarnoj skupštini Bosne i Hercegovine učestvuju u raspodjeli sredstava iz stava (3) tačka b) ovog člana prema broju poslaničkih, odnosno delegatskih mandata u domovima Parlamentarne skupštine Bosne i Hercegovine.  (6) Zajednička komisija za administrativne poslove Parlamentarne skupštine Bosne i Hercegovine će svojim aktima detaljnije regulirati raspodjelu sredstava iz ovog člana, kontrolu trošenja i druga finansijska pitanja u vezi s provođenjem ovog zakona.

(1) The budget of the institutions of Bosnia and Herzegovina and the international obligations of Bosnia and Herzegovina (hereinafter: the BiH budget) shall provide funds for financing political parties, namely coalitions of political parties and independent candidates represented in the Parliamentary Assembly of Bosnia and Herzegovina, as well as parliamentary groups or caucuses of deputies and delegates in the Parliamentary Assembly of Bosnia and Herzegovina. (2) The total funds referred to in paragraph (1) of this Article may not exceed 0.2% of the BiH budget in a calendar year. (3) Funds from paragraph (1) of this Article shall be distributed to political parties or coalitions of political parties as follows: a) 30% of the funds shall be distributed equally among all political parties or coalitions of political parties that have won mandates, b) 60% of the funds shall be distributed according to the number of deputy or delegate mandates held by each political party, coalition of political parties, or independent candidate at the time of mandate allocation, c) 10% of the total amount shall be allocated to parliamentary groups in proportion to the number of deputy or delegate seats held by the underrepresented gender. (4) Members of a coalition of political parties shall participate in the distribution of funds from paragraph 3 of this Article based on an agreement on the allocation of funds, which shall be deposited with the Central Election Commission of Bosnia and Herzegovina. If such an agreement does not exist, funds shall be distributed among coalition members according to the number of mandates obtained  (5) Parliamentary groups or caucuses of deputies and delegates, as well as independent candidates in the Parliamentary Assembly of Bosnia and Herzegovina, shall participate in the distribution of funds from paragraph (3), item b) of this Article according to the number of deputy or delegate mandates in the chambers of the Parliamentary Assembly of Bosnia and Herzegovina. (6) The Joint Committee for Administrative Affairs of the Parliamentary Assembly of Bosnia and Herzegovina shall regulate in detail, through its acts, the distribution of funds under this Article, the control of their use, and other financial matters related to the implementation of this Law.
