21. Is there a limit on in-kind donations to political parties?

(1) Članarinom se, u smislu ovog zakona, smatra redovni novčani iznos koji član političke stranke plaća na način i pod uslovima utvrđenim njenim statutom ili drugim aktom.
(2) Dobrovoljnim prilozima, u smislu ovog zakona, smatraju se povremene ili redovne uplate kojima fizička ili pravna lica dobrovoljno daju novac političkoj stranci u iznosu većem od iznosa članarine, kao i pružanje usluga ili davanje proizvoda političkoj stranci bez naplate. (3) Za dobrovoljne priloge koji se daju političkoj stranci u formi proizvoda ili usluga fizička i pravna lica dužna su izdati račun na kojem će biti naznačena tržišna vrijednost darovanog proizvoda ili usluge, te na kojem je naznačeno da glasi na političku stranku i da ne podliježe naplati. (4) Političke stranke dužne su voditi evidenciju o prijemu članarina i dobrovoljnih priloga, te izdavati potvrde o prijemu članarina i dobrovoljnih priloga. Ovlašteno lice u političkoj stranci uplaćuje članarinu i dobrovoljne priloge neposredno na transakcijski račun političke stranke najkasnije u roku od deset dana od dana prijema uplate. (5) Pod uslugama iz stava (2) ovog člana ne smatra se dobrovoljni rad stranačkih volontera.

(1) For the purposes of this Law, membership fees shall be considered the regular monetary amount that a member of a political party pays in the manner and under the conditions determined by its statute or other act. (2) For the purposes of this Law, voluntary contributions shall be considered occasional or regular payments by which natural or legal persons voluntarily give money to a political party in an amount exceeding the membership fee, as well as the provision of services or the giving of products to a political party free of charge. (3) For voluntary contributions given to a political party in the form of products or services, natural and legal persons are required to issue an invoice indicating the market value of the donated product or service, specifying that it is issued to the political party and that it is not subject to payment. (4) Political parties are required to keep records of the receipt of membership fees and voluntary contributions, and to issue receipts for such payments. An authorized person in the political party shall deposit membership fees and voluntary contributions directly into the party’s transaction account no later than ten days from the date of receipt. (5) Voluntary work by party volunteers shall not be considered as services within the meaning of paragraph (2) of this Article.
