55. Which institution(s) receives financial reports from political parties and/or candidates?

Стаття 153, Виборчий кодекс України (2020):
2. Розпорядник накопичувального рахунку виборчого фонду партії подає відповідні фінансові звіти до партії, Центральної виборчої комісії та Національного агентства з питань запобігання корупції.
11. Форми фінансових звітів, передбачених частинами четвертою, п’ятою та шостою цієї статті, і порядок проведення їх аналізу встановлюються Центральною виборчою комісією за погодженням із Національним агентством з питань запобігання корупції.

Стаття 214, Виборчий кодекс України (2020):
4. Розпорядник коштів накопичувального рахунку виборчого фонду організації партії зобов’язаний за п’ять днів до дня голосування подати до відповідної територіальної виборчої комісії проміжний фінансовий звіт за період з дня відкриття накопичувального рахунку виборчого фонду до десятого дня до дня голосування за формою, встановленою Центральною виборчою комісією.
5. Розпорядник коштів накопичувального рахунку виборчого фонду організації партії зобов’язаний не пізніш як на сьомий день після дня голосування подати до відповідної територіальної виборчої комісії остаточний фінансовий звіт за формою, встановленою Центральною виборчою комісією.
6. Розпорядник поточного рахунку виборчого фонду кандидата у депутати, кандидата на посаду сільського, селищного, міського голови зобов’язаний не пізніш як за п’ять днів до дня голосування подати до відповідної територіальної виборчої комісії проміжний фінансовий звіт за період з дня відкриття поточного рахунку виборчого фонду до десятого дня до дня голосування за формою, встановленою Центральною виборчою комісією. У разі призначення відповідною територіальною виборчою комісією повторного голосування розпорядник поточного рахунку виборчого фонду кандидата на посаду сільського, селищного, міського голови, включеного до виборчого бюлетеня для повторного голосування, зобов’язаний не пізніше ніж за п’ять днів до дня повторного голосування подати до відповідної територіальної виборчої комісії проміжний фінансовий звіт за період з дня, наступного за днем офіційного опублікування рішення відповідної територіальної виборчої комісії про призначення повторного голосування, до сьомого дня перед днем повторного голосування за формою, встановленою Центральною виборчою комісією.

Стаття 17, Закон "Про політичні партії в Україні" (2001):
Політична партія щоквартально, не пізніше ніж на сороковий день після закінчення звітного кварталу, зобов’язана подати до Національного агентства з питань запобігання корупції звіт про майно, доходи, витрати і зобов’язання фінансового характеру (у тому числі її місцевих організацій, які у встановленому порядку набули статусу юридичної особи) шляхом його заповнення на офіційному веб-сайті Національного агентства з питань запобігання корупції.
Форма та порядок подання звіту політичної партії про майно, доходи, витрати і зобов’язання фінансового характеру затверджуються Національним агентством з питань запобігання корупції.

Article 153, Electoral Code of Ukraine (2020):
2. The administrator of the accumulation account of the election fund of the party shall submit respective financial reports to the party, the Central Election Commission and the National Agency on Corruption Prevention.
11. Forms of financial reports required by parts 4, 5 and 6 of this Article, as well as the regulations specifying the procedure for report analysis shall be established by the Central Election Commission upon agreement with the National Agency for Prevention of Corruption.

Article 214, Electoral Code of Ukraine (2020):
4. A manager of an accumulation account of the election fund of a party organisation within five days before the election day shall be obliged to submit to a respective territorial election commission an interim financial report for the period from the day of opening of an accumulation account of the election fund to the tenth day before the election day in the form determined by the Central Election Commission.
5. A manager of an accumulation account of the election fund of a party organisation not later than on the seventh day after the election day shall be obliged to submit to a respective territorial election commission a final financial report in the form determined by the Central Election Commission.
6. A manager of a current account of the election fund of a candidate for councillor, a candidate for a village, town, city mayor not later than within five days before the election day shall be obliged to submit to the respective territorial election commission an interim financial report for the period from the day of opening of a current account of the election fund to the tenth day before the election day in the form determined by the Central Election Commission. If a respective territorial election commission calls repeat voting, a manager of a current account of the election fund of a candidate for a village, town, city mayor included in the voting ballot for repeat voting not later than within five days before the election day shall be obliged to submit to the respective territorial election commission an interim financial report for the period from the day following the day of the official publication of the decision of the respective territorial commission on calling repeat voting to the seventh day before the repeat voting day in the form determined by the Central Election Commission.

Article 17, Law "On Political Parties in Ukraine" (2001):
On a quarterly basis, no later than on the fortieth day after the end of a reporting quarter, a political party shall submit to the National Agency on Corruption Prevention a report on property, incomes, expenses and obligations of a financial nature (including those of its local organizations which have acquired the status of a legal entity in accordance with the established procedure) by filling it out on the official website of the National Agency on Corruption Prevention.
The form and procedure for submitting a political party’s report on property, incomes, expenses and obligations of a financial nature shall be subject to approval by the National Agency on Corruption Prevention.

According to Ukrainian law, during national elections, financial reports are submitted to the National Agency for Corruption Prevention and the Central Election Commission. During local elections, financial reports are submitted to the territorial election commission. Between elections, parties submit reports to the National Agency for Corruption Prevention.
