51. Is information in reports from political parties and/or candidates to be made public?

Стаття 153, Виборчий кодекс України (2020):
8. Центральна виборча комісія та Національне агентство з питань запобігання корупції не пізніш як за два дні до дня виборів оприлюднюють на своїх офіційних веб-сайтах аналіз фінансових звітів, передбачених абзацом першим частини п’ятої цієї статті, та не пізніш як на тридцятий день після дня виборів - аналіз фінансових звітів, передбачених абзацом другим частини п’ятої цієї статті.
Регіональне або територіальне представництво Центральної виборчої комісії не пізніш як за два дні до дня виборів розміщує в аналітично-інформаційній системі для відображення на офіційному веб-сайті Центральної виборчої комісії аналіз фінансових звітів, передбачених абзацом першим частини шостої цієї статті, та не пізніш як на двадцятий день після дня виборів - аналіз фінансових звітів, передбачених абзацом третім частини шостої цієї статті.

Стаття 17, Закон "Про політичні партії в Україні" (2001):
Політична партія щоквартально, не пізніше ніж на сороковий день після закінчення звітного кварталу, зобов’язана подати до Національного агентства з питань запобігання корупції звіт про майно, доходи, витрати і зобов’язання фінансового характеру (у тому числі її місцевих організацій, які у встановленому порядку набули статусу юридичної особи) шляхом його заповнення на офіційному веб-сайті Національного агентства з питань запобігання корупції.
Подані звіти політичних партій про майно, доходи, витрати і зобов’язання фінансового характеру включаються до Єдиного державного реєстру звітності політичних партій про майно, доходи, витрати і зобов’язання фінансового характеру, що формується та ведеться Національним агентством з питань запобігання корупції.
Національне агентство з питань запобігання корупції забезпечує відкритий цілодобовий доступ до Єдиного державного реєстру звітності політичних партій про майно, доходи, витрати і зобов’язання фінансового характеру на офіційному веб-сайті Національного агентства з питань запобігання корупції.
Доступ до Єдиного державного реєстру звітності політичних партій про майно, доходи, витрати і зобов’язання фінансового характеру на офіційному веб-сайті Національного агентства з питань запобігання корупції надається шляхом можливості перегляду, копіювання та роздруковування інформації, а також у вигляді набору даних (електронного документа), організованого у форматі, що дозволяє його автоматизоване оброблення електронними засобами (машинозчитування) з метою повторного використання.
Протягом 10 календарних днів з дня завершення строку на подання політичними партіями звітів про майно, доходи, витрати і зобов’язання фінансового характеру Національне агентство з питань запобігання корупції на своєму офіційному веб-сайті оприлюднює список політичних партій, які не подали свої звіти у визначений цим Законом строк, та забезпечує притягнення винних осіб до відповідальності, передбаченої законом.

Article 153, Electoral Code of Ukraine (2020): 
8. The Central Election Commission and the National Agency on Corruption Prevention, not later than two days before the election day, shall make public on their official websites an analysis of the financial reports required by paragraph 1 of part 5 of this Article, and not later than on the thirtieth day after the election day – an analysis of the financial reports required by paragraph 2 of part 5 of this Article.
The regional or territorial representative office of the Central Election Commission shall place analysis of the financial statements required by paragraph 1 of part 6 of this Article in the analytical information system for displaying on the official website of the Central Election Commission not later than two days before the election day, and analysis of the financial statements required by paragraph 3 of part 6 of this Article not later than twenty days after the election day.

Article 17, Law "On Political Parties in Ukraine" (2001): 
On a quarterly basis, no later than on the fortieth day after the end of a reporting quarter, a political party shall submit to the National Agency on Corruption Prevention a report on property, incomes, expenses and obligations of a financial nature (including those of its local organizations which have acquired the status of a legal entity in accordance with the established procedure) by filling it out on the official website of the National Agency on Corruption Prevention.
Reports on property, incomes, expenses, and liabilities of a financial nature submitted by political parties shall be included in the Unified State Register of Political Parties’ Reports on Property, Incomes, Expenses, and Liabilities of a Financial Nature which shall be formed and maintained by the National Agency on Corruption Prevention.
The National Agency on Corruption Prevention shall provide free round-the-clock access to the Unified State Register of Political Parties’ Reports on Property, Incomes, Expenses, and Liabilities of a Financial Nature on the official website of the National Agency on Corruption Prevention.
Access to the Unified State Register of Political Parties’ Reports on Property, Incomes, Expenses, and Liabilities of a Financial Nature on the official website of the National Agency on Corruption Prevention shall be provided by allowing users to review, copy and print information as well as in the form of a dataset (electronic document) organized in a format allowing for its automated processing by electronic means (machine reading) for reuse.
Within 10 calendar days from the day of expiry of deadline for submission by political parties of reports on property, incomes, expenses, and liabilities of a financial nature, the National Agency on Corruption Prevention shall publish on its official website the list of political parties that failed to submit their reports within the timeframe specified by this Law, and shall ensure that those responsible are brought to justice.
