46. Do any other restrictions on online media advertisement (beyond limits) exist?

Online advertising is not regulated in the Albanian legislation. However, in March 2025, eleven political parties running for the 2025 parliamentary elections signed a voluntary, non-legally binding Code of Conduct on Digital Campaigning. The Code of Conduct on Digital Campaigning (2025) goes beyond financial limits by requiring political actors to keep online campaigning truthful, transparent, and secure. It prohibits misleading or fabricated content (including deepfakes), undisclosed sponsorship, and manipulative amplification; restricts the use of sensitive personal data for micro-targeting; and bans hate speech and incitement to violence. Parties must also meet basic cyber-security standards and promptly remove any violating material, ensuring that online political advertising respects democratic integrity and data-protection rules.
