Constitución Nacional, Art. 126 : “Los partidos y los movimientos políticos, en su funcionamiento, no podrán: 1. recibir auxilio económico, directivas o instrucciones de organizaciones o Estados extranjeros.”
Ley Nº 6501/2020 Art. 68 : “Los partidos, movimientos políticos, alianzas y concertaciones electorales, y los movimientos internos de éstos, no podrán aceptar o recibir directa o indirectamente, en forma monetaria o no monetaria: a) Contribuciones o donaciones de entidades extranjeras como gobiernos, fundaciones, partidos, movimientos políticos, instituciones y personas físicas o jurídicas, salvo que tratándose de personas físicas o jurídicas las mismas fijen residencia o domicilio en el país y el destino de su contribución o donación sea cubrir los costos de actividades de formación, capacitación e investigación del partido o movimiento político.”
Ley Nº 6167/2018, Art. 282 : “En la recaudación de fondos destinados a la campaña electoral le está absolutamente prohibido a los partidos, movimientos políticos, alianzas y concertaciones: b) recibir aporte de gobiernos, entidades públicas o personas físicas o jurídicas extranjeras, salvo que tratándose de personas físicas o jurídicas las mismas fijen residencia o domicilio en el país.”
(EN) Constitution of the Republic of Paraguay, Article 126: “Political parties and political movements, in their functioning, shall not: 1. receive economic assistance, directives or instructions from foreign organizations or States.”
Law No. 6501/2020, Article 68: “Political parties, political movements, electoral alliances and coalitions, and their internal currents, may not accept or receive, directly or indirectly, whether in monetary or non-monetary form: (a) contributions or donations from foreign entities such as governments, foundations, parties, political movements, institutions and natural or legal persons, except that, in the case of natural or legal persons, they establish residence or domicile in the country and the purpose of their contribution or donation is to cover the costs of training, capacity-building and research activities of the party or political movement.”
Law No. 6167/2018, Article 282: “In the raising of funds destined for the electoral campaign, it is absolutely prohibited for parties, political movements, alliances and coalitions to: (b) receive contributions from foreign governments, public entities, or natural or legal persons, except that, in the case of natural or legal persons, they establish residence or domicile in the country.”
There are two layers of prohibitions: first in the National Constitution and then in the electoral law. Under the electoral law, the prohibition applies both to routine party activities—except training and research—and to elections
