55. Which institution(s) receives financial reports from political parties and/or candidates?

Article 38.1, ustawa o partiach politycznych 1997 (Law on Political Parties 1997, consolidated text 2023)
Art. 38.1. Partia polityczna składa Państwowej Komisji Wyborczej, nie później niż do 31 marca każdego roku, sprawozdanie o źródłach pozyskania środków finansowych, w tym o kredytach bankowych i warunkach ich uzyskania oraz o wydatkach poniesionych ze środków Funduszu Wyborczego w poprzednim roku kalendarzowym, zwane dalej „sprawozdaniem”. 
English translation:
“Art. 38.1. A political party submits to the National Election Commission, no later than March 31 of each year, a report on the sources of obtaining funds, including bank loans and the conditions for obtaining them, and on expenses incurred from the Election Fund in the previous calendar year, hereinafter referred to as “report”.”

Article 34.1-2, ustawa o partiach politycznych 1997 (Law on Political Parties 1997, consolidated text 2023)
Art. 34.1. Partie polityczne sporządzają coroczną informację finansową o otrzymanej subwencji oraz o poniesionych z subwencji wydatkach, zwaną dalej „informacją”. 
2. Partie polityczne składają informację za rok kalendarzowy Państwowej Komisji Wyborczej w terminie do 31 marca następnego roku.
English translation: 
“Art. 34.1. Political parties prepare annual financial information on the received subvention and the expenses incurred from this subvention, hereinafter referred to as “information”. 
2. Political parties submit information for the calendar year to the National Election Commission by 31 March of the following year.”

Article 142 § 1, Kodeks wyborczy 2011 (Election Code 2011, consolidated text 2025)
Art. 142 § 1. Pełnomocnik finansowy, w terminie 3 miesięcy od dnia wyborów, przedkłada organowi wyborczemu, któremu komitet wyborczy złożył zawiadomienie o utworzeniu komitetu, sprawozdanie o przychodach, wydatkach i zobowiązaniach finansowych komitetu, w tym o uzyskanych kredytach bankowych i warunkach ich uzyskania, zwane dalej „sprawozdaniem finansowym”. 
English translation:
“Art. 142 § 1. The financial representative within 3 months from the election day, submit to the electoral body to which the election committee submitted a notification of its establishment, a report on the committee’s revenues, expenditures and financial liabilities, including bank loans obtained and the conditions for obtaining them, hereinafter referred to as the “financial report”.”

Political parties submit financial reports to the National Election Commission. All parties are required to submit reports on the sources of funds and expenditures incurred from the Election Fund. Parties receiving subvention submit also separate reports on the subvention received and the expenditures made from this subvention, named as “information”.

In the case of candidates, all their campaign activities are conducted and financed exclusively through election committees. This exclusivity also includes the preparation and submission of financial reports.

Election committees submit reports to the National Election Commission, and in the case of local election committees of organizations or voters that aimed to register candidates in only voivodeship, to the relevant electoral commissar, depending on the committee’s headquarters. The same applies to all committees in the case of local by-elections, early elections or elections to a new council.
