Art. 5. Partiom politycznym zapewnia się dostęp do publicznej radiofonii i telewizji na zasadach określonych w odrębnych ustawach. 
English translation: 
“Art. 5. Political parties are provided access to public radio and television under the terms specified in separate laws.”

Article 23.1 and 3, ustawa o radiofonii i telewizji 1992 (Broadcasting Law 1992, consolidated text 2024)
Art. 23.1. Jednostki publicznej radiofonii i telewizji stwarzają partiom politycznym możliwość przedstawienia stanowiska w węzłowych sprawach publicznych. 
3. Tryb postępowania w sprawach, o których mowa w ust. 1 i 2, określa, w drodze rozporządzenia, Krajowa Rada. 
English translation:
“Art. 23.1. Public radio and television entities provide political parties with the opportunity to present their position on key public matters. 
3.  The procedure for matters referred to in para. 1 and 2 determines, by regulation, the National Council.”

Comment

The Law on Political Parties stipulates that parties are provided with access to public media under the terms specified in separate acts. Under the Broadcasting Law, public and radio television provide political parties with the opportunity to present their positions on key public matters, with the procedures for this being specified in a regulation of the National Broadcasting Council.
