28. Are there provisions for direct public funding to political parties?

Article 28.1, ustawa o partiach politycznych 1997 (Law on Political Parties 1997, consolidated text 2023)
Art. 28. 1. Partia polityczna, która: 
1)    w wyborach do Sejmu samodzielnie tworząc komitet wyborczy otrzymała w skali kraju co najmniej 3% ważnie oddanych głosów na jej okręgowe listy kandydatów na posłów albo 
2)    w wyborach do Sejmu weszła w skład koalicji wyborczej, której okręgowe listy kandydatów na posłów otrzymały w skali kraju co najmniej 6% ważnie oddanych głosów, 
ma prawo do otrzymywania przez okres kadencji Sejmu, w trybie i na zasadach określonych w niniejszej ustawie, subwencji z budżetu państwa na działalność statutową, zwanej dalej „subwencją”.
English translation:
“Art. 28.1. A political party that:
1)    in elections to the Sejm, independently creating an election committee, received nationwide at least 3% of valid votes cast for its constituency lists of candidates for deputies, or
2)    in elections to the Sejm, became a member of an electoral coalition whose constituency lists of candidates for deputies received nationwide at least 6% of valid votes cast,
has the right to receive during the period of the term of the Sejm, in the mode and under the terms specified in this law, a subvention from the state budget for statutory activities, hereinafter referred to as the “subvention”.”

Article 150 § 1, Kodeks wyborczy 2011 (Election Code 2011, consolidated text 2025)
Art. 150 § 1. Partii politycznej, której komitet wyborczy uczestniczył w wyborach, partii politycznej wchodzącej w skład koalicji wyborczej, a także komitetowi wyborczemu wyborców uczestniczących w wyborach do Sejmu i do Senatu przysługuje prawo do dotacji z budżetu państwa, zwanej dalej „dotacją podmiotową”, za każdy uzyskany mandat posła i senatora. Wydatki związane z dotacją podmiotową pokrywane są z budżetu państwa w części Budżet, finanse publiczne i instytucje finansowe. 
English translation:
“Art. 150 § 1. The political party, whose election committee participated in the elections, the political party that is part of an election coalition, and the election committee of voters participating in elections to the Sejm and the Senate is entitled to a subsidy from the state budget, hereinafter referred to as an “entity subsidy”, for each mandate for deputy and senator obtained. Expenses incurred as a result of the entity subsidy are covered from the state budget from the Budget, public finance and financial institutions section.”

Article 151 § 1, Kodeks wyborczy 2011 (Election Code 2011, consolidated text 2025)
Art. 151 § 1. Partii politycznej, której komitet wyborczy uczestniczył w wyborach, partii politycznej wchodzącej w skład koalicji wyborczej, a także komitetowi wyborczemu wyborców
uczestniczącym w wyborach do Parlamentu Europejskiego przysługuje prawo do dotacji z budżetu państwa, zwanej dalej „dotacją podmiotową”, za każdy uzyskany mandat posła do Parlamentu Europejskiego. Wydatki związane z dotacją podmiotową są pokrywane z budżetu państwa w części Budżet, finanse publiczne i instytucje finansowe.
English translation:
“Art. 151 § 1. The political party whose election committee participated in the elections, the political party that is part of an election coalition, and the election committee of voters participating in European Parliament elections are entitled to a subsidy from the state budget, hereinafter referred to as an “entity subsidy”, for each mandate for MEP obtained. Expenses incurred as a result of the entity subsidy are covered from the state budget from the Budget, public finance and financial institutions section.”

Political parties whose committees obtained at least 3% of the valid votes cast in the Sejm elections (6% for coalition of parties) are entitled to an annual public funding during the term of the Sejm, named as subvention.

In addition, each political party/coalition/voters’ election committee that obtains at least one seat in Polish or European Parliament is eligible for a one-time subsidy related to its campaign expenses.
