24. Is there a ban on political parties taking loans in relation to election campaigns?

Art. 24.7. Partia polityczna może zaciągać kredyty bankowe na cele statutowe.

Article 25a, ustawa o partiach politycznych 1997 (Law on Political Parties 1997, consolidated text 2023)
Art. 25a 1. Poręczycielem kredytu, o którym mowa w art. 24 ust. 7, może być wyłącznie obywatel polski mający miejsce stałego zamieszkania na terenie Rzeczypospolitej Polskiej, z tym że zobowiązanie poręczyciela nie może być wyższe od wymienionej w art. 25 ust. 4 łącznej sumy wpłat od osoby fizycznej. 
2. Poręczenie kredytu, o którym mowa w ust. 1, jest niezbywalne.
English translation: 
“Art. 25a 1. The guarantor of the loan referred to in art. 24 para. 7, may only be a Polish citizen having permanent place of residence in the Republic of Poland, with the proviso that the guarantor’s obligation may not be higher than that mentioned in art. 25 para. 4 the total sum of payments from a natural person.
2. The loan guarantee referred to in para. 1, is inalienable.”

A political party may take out loans only from banks. A guarantor can only be a Polish citizen having permanent place of residence in Poland, and whose obligation cannot exceed the limit of donations specified for a natural person.
