21. Is there a limit on in-kind donations to political parties?

Article 25.1, ustawa o partiach politycznych 1997 (Law on Political Parties 1997, consolidated text 2023)
Art. 25.1. Partii politycznej mogą być przekazywane środki finansowe jedynie przez obywateli polskich mających stałe miejsce zamieszkania na terenie Rzeczypospolitej Polskiej, z zastrzeżeniem przepisów art. 24 ust. 4 i 7, art. 28 ust. 1 oraz przepisów ustaw dotyczących wyborów do Sejmu Rzeczypospolitej Polskiej i do Senatu Rzeczypospolitej Polskiej oraz wyborów do Parlamentu Europejskiego w zakresie dotacji podmiotowej.
English translation: 
“Art. 25.1. Financial resources may be transferred to a political party only by Polish citizens having permanent place of residence in the Republic of Poland, subject to the provisions of art. 24 para. 4 and 7, art. 28 para. 1 and provisions of laws regarding elections to the Sejm of the Republic of Poland and the Senate of the Republic of Poland and elections to the European Parliament in the scope of the subsidy.”

Article 25.4, ustawa o partiach politycznych 1997 (Law on Political Parties 1997, consolidated text 2023)
Art. 25.4. Łączna suma wpłat od osoby fizycznej na rzecz partii politycznej, z wyłączeniem składek członkowskich w kwocie nieprzekraczającej w jednym roku minimalnego wynagrodzenia za pracę, ustalanego na podstawie odrębnych przepisów, obowiązującego w dniu poprzedzającym wpłatę, oraz wpłat na Fundusz Wyborczy partii politycznej, nie może przekraczać w jednym roku 15-krotności minimalnego wynagrodzenia za pracę, ustalanego na podstawie odrębnych przepisów, obowiązującego w dniu poprzedzającym wpłatę. 
4a. Przepisy ust. 1 i 4 stosuje się odpowiednio do wartości niepieniężnych.
English translation: 
“Art. 25.4. The total sum of payments from a natural person to a political party, excluding membership fees in an amount not exceeding the minimum wage in one year, determined pursuant to separate provisions in force on the day preceding the payment, and payments to the Election Fund of a political party, may not exceed in one year 15 times the minimum wage, determined pursuant to separate provisions, in force on the day preceding the payment.
4a. The provisions of para. 1 and 4 apply accordingly to non-monetary values.”

In-kind donations are allowed only from Polish citizens having permanent place of residence in the Republic of Poland. The limit for such donations is a value equal to 15 times the minimum wage and from 1 January 2026 amounts to PLN 72 090 per year. Important to note that this is a separate limit from the one that applies to financial donations, although both result from the same multiplication and have the same amount.
