49. Do candidates have to report on their election campaign finances?

Cada aporte en efectivo o en especie que recibe el candidato para una campaña electoral, en el caso de elecciones congresales, regionales, municipales y para el Parlamento Andino, de cualquier fuente de financiamiento permitida, no debe exceder de las cincuenta (50) unidades impositivas tributarias (UIT) por aportante.

De conformidad con el artículo 34 de la presente ley, los candidatos acreditan ante la Oficina Nacional de Procesos Electorales a un responsable de campaña, quien tiene la obligación de entregar los informes de ingresos y gastos de sus respectivas campañas electorales.

Artículo 101, Reglamento de Financiamiento y Supervisión de Fondos Partidarios (aprobado por Resolución Jefatural N° 000030-2025-JN/ONPE), 2025

Corresponde a la ONPE realizar las labores de control de la información financiera de campaña electoral de las siguientes personas candidatas:
101.1. Para el caso de elecciones primarias, elecciones generales y, elecciones regionales y municipales:
1. Candidaturas a senadores y diputados del Congreso de la República
2. Candidaturas a representantes ante el Parlamento Andino.
3. Candidaturas a la gobernación y vicegobernación regional.
4. Candidaturas a las alcaldías provinciales y distritales.

Each contribution in cash or in kind received by the candidate for an electoral campaign, in the case of congressional, regional, municipal, and Andean Parliament elections, from any permitted financing source, must not exceed fifty (50) tax units (UIT) per contributor.
In accordance with Article 34 of this law, candidates shall accredit before the National Office of Electoral Processes a campaign manager, who has the obligation to submit the income and expense reports for their respective electoral campaigns.

The ONPE is responsible for carrying out the control of electoral campaign financial information for the following candidate positions:
101.1. In the case of primary elections, general elections, and regional and municipal elections:
1. Candidates for senators and deputies of the Congress of the Republic
2. Candidates for representatives to the Andean Parliament.
3. Candidates for regional governor and vice-governor.
4. Candidates for provincial and district mayoralties.

Candidates for regional councilors and candidates for municipal councilors are exempt from submitting their campaign financial information.
