55. Which institution(s) receives financial reports from political parties and/or candidates?

Artículo 219. Los partidos políticos y funcionarios electos por libre postulación que hayan recibido más de cinco mil balboas (B/. 5,000.00), deberán sustentar, trimestralmente, ante la Dirección de Fiscalización del Financiamiento Político, la totalidad de los gastos incurridos. En caso de no hacerlo, se suspenderán los desembolos subsiguientes.

Artículo 242. Las nóminas de candidatos a cargos de elección popular en circunscripciones mayores de diez mil electores, con excepción de la nómina presidencial, podrán designar un tesorero de campaña, quien será responsable de la administración de los fondos de la campaña. Son obligaciones del tesorero de campaña:
1. Llevar un registro de los ingresos y gastos, según se identifica en el artículo 241.
2. Presentar a la Dirección de Fiscalización del Financiamiento Político, un informe mensual durante el periodo comprendido entre la apertura de la cuenta única de campaña y hasta el día antes de la elección, el cual será de acceso público en la página web del Tribunal Electoral.
3. Firmar, junto con el candidato y el contador público autorizado, el informe final de ingresos y gastos de campaña.

Article 219. Political parties and officials elected by independent nomination who have received more than five thousand balboas (B/. 5,000.00), must justify, on a quarterly basis, before the Directorate of Political Financing Oversight, all expenses incurred. Failure to do so will result in the suspension of subsequent disbursements.

Article 242. The slates of candidates for popularly elected offices in constituencies with more than ten thousand voters, with the exception of the presidential slate, may appoint a campaign treasurer, who shall be responsible for the administration of the campaign funds. The duties of the campaign treasurer are:
1. To keep a record of income and expenditures, as identified in Article 241.
2. To submit to the Directorate of Political Financing Oversight, a monthly report during the period between the opening of the single campaign account and the day before the election, which shall be publicly accessible on the web page of the Electoral Tribunal.
3. To sign, together with the candidate and the authorized public accountant, the final report of campaign income and expenses.
