Chapter 2. Voting rights and electoral roll
§ 2-1. Voting rights in parliamentary elections
(1) Norwegian citizens who have reached the age of 18 or will reach the age of 18 by the end of the election year have the right to vote in parliamentary elections if they are or have been registered as residents in Norway.
(2) Norwegian staff at diplomatic and consular posts abroad have the right to vote regardless of whether they are or have been registered as residents in Norway. The same applies to members of the staff's households.
§ 2-6. In which municipality voters shall be registered
(1) Persons with the right to vote who are residents of Norway shall be registered in the electoral roll in the municipality where they were registered as residents on 30 June in the election year.
(2) Persons with the right to vote who are resident in Svalbard or Jan Mayen shall be registered in the electoral roll in the municipality where they were last registered as residents.
(3) Persons with the right to vote who are resident outside Norway and who have been registered as residents in Norway during the last 10 years before election day shall be registered in the electoral roll in the municipality where they were last registered as residents.
(4) Persons with the right to vote who have not been registered as residents in Norway during the last 10 years before election day shall, if they vote, be registered in the electoral roll in the municipality where they were last registered as residents.
(5) Norwegian staff at diplomatic and consular posts abroad who have not been registered as residents in a municipality in Norway before they are employed shall be registered in the electoral roll in the municipality of Oslo. The same applies to members of the staff's households.
Chapter 8. Advance voting abroad
§ 8-1. When voters may vote in advance
§ 8-2. Who may receive advance votes
(1) Foreign service employees posted at Norwegian foreign missions, except at honorary foreign missions, are vote receivers abroad. The Ministry of Foreign Affairs may appoint vote receivers at honorary Norwegian foreign missions. The station manager may appoint one or more of the station's local employees as vote receivers.
(2) The Ministry appoints vote receivers at other locations abroad.
§ 8-3. Where voters can vote in advance
(1) Voters abroad may vote in advance at Norwegian foreign missions. They may only vote at honorary Norwegian foreign missions if the Ministry of Foreign Affairs has appointed vote receivers there. The station manager may decide that voters may vote in advance outside the area of the station.
(2) The Ministry determines where voters may otherwise vote abroad.
§ 8-4. How voters can vote in advance
(1) §§ 6-6 first paragraph, 6-8, 6-9, 6-10, 6-11 and 6-13 apply accordingly.
(2) The voter shall place the ballot in a ballot envelope and seal it. The vote recipient shall place the ballot envelope in a cover envelope, seal the cover envelope again and then affix to the cover envelope
a. the name and address of the electoral board
b. the voter's name and personal identification number
c. the voter's registered address in Norway on 30 June of the election year, or the last address if the voter has reported moving abroad
d. time and place of voting.
§ 8-5. Postal voting
(1) Voters who are abroad and who are unable to visit a vote recipient may vote by post without a vote recipient being present.
(2) Voters are responsible for voting early enough so that the votes reach the electoral board by 5 p.m. the day after election day.
