Chapter 2. Voting rights and electoral roll
§ 2-3. Responsibility for creating and updating the electoral roll (1) The Ministry shall create and update the electoral roll. The electoral roll shall be updated up to and including the Saturday before election day. In the case of county council elections and municipal council elections, a joint electoral roll shall be created. (2) The Ministry shall ensure that all municipalities and county authorities receive an electoral roll on 2 January in the election year.
§ 2-4. Access to the population register The Ministry, county authorities and municipalities may, without prejudice to the duty of confidentiality, obtain the information from the population register that is necessary to conduct elections.
§ 2-5. Use of personal data in the development and testing of IT systems The Ministry may process collected personal data to develop and test IT systems for the electoral roll if it is impossible or disproportionately difficult to achieve the purpose by using anonymous or fictitious information.

§ 2-7. Publication of the electoral roll for public inspection (1) The electoral board shall publish the electoral roll for public inspection. The electoral roll shall remain open until election day. (2) The electoral board shall announce when and where the electoral roll is published and at the same time inform voters of how to correct errors in the electoral roll.
§ 2-8. Correction of the electoral roll (1) Persons who believe that they or others have been incorrectly included in or omitted from the electoral roll in the municipality may demand that the error be corrected. (2) A written and reasoned request for correction of the electoral roll shall be sent to the electoral board in the municipality.
§ 2-9. Notification of changes to the electoral roll If the electoral roll is changed following a request for correction, or after the electoral board has become aware of an error, the electoral board shall promptly notify the persons concerned of the change. The electoral board shall also provide such notification if a request for correction is not granted.
§ 2-10. Information to voters about the right to vote The Ministry shall ensure that all persons with the right to vote and who are registered as residents of Norway receive information about which municipality they can vote in at the electoral board. However, this does not apply to persons with a residential address in Svalbard or Jan Mayen.
§ 2-11. Regulations The Ministry may issue regulations on a. registration of the electoral roll, processing and updating of the electoral roll b. registration of persons whose address has been blocked in the population register pursuant to § 10-4 of the Population Register Act, cf. the protection instructions § 2 c. the electoral roll for publication d. access to and use of electoral roll copies e. dissemination of and content of information to voters.
