Article 18. (Biometric registration procedure)
The procedure for registering for the voter registration is as follows:
a) The citizen will go to the Registration Center closest to their electoral address, carrying the documents mentioned in the previous article.
b) They will go to one of the registration stations and hand their identification document (a valid national identity card, and a valid national identity card or passport, if not registered) to the Notary Public, who, after checking the computer system and verifying that the person is not registered, will proceed with the registration.
c) The Electoral Notary Public must perform the following initial steps:
1. Scan the identification document. 2. Fingerprints of both hands
3. Facial photograph
4. Digitally captured signature
d) You will then enter your personal information, extracting it accurately from your ID document or passport:
1. First name(s)
2. Last and last names
3. Husband's last name (if present on the document)
4. Date of birth
5. Sex
6. Place and country of birth
7. Nation or Indigenous Originary Peasant People (NPIOC) with which you self-identify
8. ID document information
9. Type of ID document (ID card in Bolivia and ID card or valid passport abroad)
10. Address information
11. Polling place
12. Postal code (for Bolivian citizens abroad)
13. Email address and/or cell phone or landline number (in the Descriptive Address field)
e) Cultural identity must be recorded based on the declaration of the registered owner. Under no circumstances or presumption may questions about cultural identity be ignored, following established protocols.

Electoral operator notaries are responsible for collecting data like fingerprint scans, the voter's photo, a digital copy of the voter's signature, and a scan of their identification document (see Chapter II, Section I, Article 17 of the Regulation for Updating the Biometric Electoral Roll [RUBER]). Biometric data is placed in a database compatible with AFIS (Automated Fingerprint Identification System).
