How is the national electoral register created?

The Republic of Croatia, Law on the Register of Voters (Official Gazette, No. 144/12, 105/15, and 98/19, and Official Ordinance on Forms of Certificates Issued from the Register of Voters 31/2020), accessed 14 January 2025

Article 7(1). The Ministry in charge of general administration affairs (hereinafter: the Ministry) shall determine and maintain a unique information system of the voter register and shall take care of its maintenance and upgrade. 

Article 11. Entry in the register of voters is done on the basis of data from the records of citizenship, the collection of data on residence and stay and the records of travel documents.

The competent body in the Republic of Croatia for electoral register is the Ministry of Administration. The Ministry of Administration therefore provides the State Electoral Commission with the voters’ data, and list of voters for the elections and is in charge of all other matters regarding voter registration
