30. What is the allocation calculation for political parties to receive public funding?

Paragraphs 1 & 2, Bundesgesetz über Förderungen des Bundes für politische Parteien
[§ 1. (1)Der Bund fördert politische Parteien bei ihrer Tätigkeit in der Mitwirkung an der politischen Willensbildung auf Bundesebene durch die jährliche Zuwendung von Fördermitteln.
(2)Die Fördermittel des Bundes errechnen sich, indem die Zahl der Wahlberechtigen zum Nationalrat mit dem Betrag von 4,6 Euro (Anm. 1) multipliziert wird. Diese sind an die einzelnen politischen Parteien in folgender Weise zu vergeben:
1. Jede im Nationalrat vertretene politische Partei, die über mindestens fünf Abgeordnete (Klubstärke im Sinne des § 7 des Geschäftsordnungsgesetzes 1975, BGBl. Nr. 410/1975) verfügt, erhält jährlich einen Grundbetrag in der Höhe von 218 000 Euro (Anm. 1);
2. Die nach Abzug der Förderungen gemäß Z 1 verbleibenden Mittel werden auf die im Nationalrat vertretenen politischen Parteien im Verhältnis der für sie bei der letzten Nationalratswahl abgegebenen Stimmen verteilt.
(3)Politische Parteien, die im Nationalrat nicht vertreten sind, die aber bei einer Wahl zum Nationalrat mehr als 1 vH der gültigen Stimmen erhalten haben, haben für das Wahljahr einen Anspruch auf Fördermittel für ihre Tätigkeit. Diese politischen Parteien erhalten je für sie bei der Nationalratswahl abgegebener Stimme einen Betrag von 2,5 Euro (Anm. 1); diese Fördermittel sind innerhalb von 6 Monaten nach der Nationalratswahl auszubezahlen.
(4)Die Auszahlung der Fördermittel gemäß Abs. 2 erfolgt in zwei Raten, wobei die erste Rate bis zum Ende des ersten Quartals und die zweite bis zum Ende des dritten Quartals auszubezahlen sind.
§ 2. (1)Jede politische Partei, die nach einer Wahl zum Europäischen Parlament mit Abgeordneten im Europäischen Parlament vertreten ist, hat nach der Wahl Anspruch auf Fördermittel des Bundes nach Maßgabe der folgenden Bestimmungen.
(2)Die Gesamtsumme der Fördermittel nach Abs. 1 wird berechnet, indem die Zahl der bei der jeweiligen Wahl zum Europäischen Parlament Wahlberechtigten mit einem Betrag von 2 Euro (Anm. 1) multipliziert wird.
(3)Die nach Abs. 2 berechnete Gesamtsumme wird auf die politischen Parteien im Verhältnis der bei der Wahl zum Europäischen Parlament für sie abgegebenen Stimmen verteilt.
(4)Fördermittel nach Abs. 3 dürfen einer politischen Partei nur bis zu jenem Ausmaß gewährt werden, das den für Wahlwerbung im Sinne des § 4 Abs. 2 Parteiengesetz 2012 – PartG, BGBl. I Nr. 56/2012, tatsächlich entstandenen Ausgaben entspricht. Für diesen Beleg ist dem Begehren auf Zuerkennung von Fördermitteln (§ 3 Abs. 1) eine Aufstellung der tatsächlich für Zwecke der Wahlwerbung getätigten Ausgaben anzufügen, die von einem Wirtschaftsprüfer im Sinne des § 9 Parteiengesetz 2012 – PartG, BGBl. I Nr. 56/2012, überprüft und unterzeichnet sein muss.]

§ 1. (1)The federal government supports political parties in their activities in the formation of political will at the federal level by providing annual funding.
(2)The federal funding is calculated by dividing the number of eligible voters for the National Council with the amount of 4.6 euros (Note 1)is multiplied. These are to be awarded to the individual political parties in the following way:
  1. Every political party represented in the National Council that has at least five representatives (club strength within the meaning of Section 7 of the Rules of Procedure Act 1975, BGBl. No. 410/1975), receives an annual basic amount of 218,000 euros (Note 1);
  2. The funds remaining after deducting the funding in accordance with 1. will be distributed among the political parties represented in the National Council in proportion to the votes cast for them in the last National Council election.
(3)Political parties that are not represented in the National Council but that received more than 1 percent of the valid votes in an election to the National Council are entitled to funding for their activities in the election year. These political parties receive an amount of 2.5 euros (note 1) for each vote cast for them in the National Council election; These funds must be paid out within 6 months of the National Council election.
Special party support for political activity in the European Parliament
§ 2. (1)Every political party that is represented by representatives in the European Parliament after an election to the European Parliament is entitled to federal funding after the election in accordance with the following provisions.
(2)The total amount of funding pursuant to paragraph 1 is calculated by dividing the number of eligible voters in the respective European Parliament election with an amount of 2 euros(Note 1)is multiplied.
(3)The total amount calculated in accordance with paragraph 2 shall be distributed among the political parties in proportion to the votes cast for them in the European Parliament election.
(4)Funding according to paragraph 3 may only be granted to a political party to the extent that is required for election advertising within the meaning of Section 4 paragraph 2 of the 2012 Party Act - PartG, BGBl. I No. 56/2012, corresponds to the expenses actually incurred. For this proof, the request for funding (§ 3 Para. 1) must be accompanied by a list of the expenses actually incurred for the purpose of election advertising, which has been approved by an auditor within the meaning of § 9 Political Parties Act 2012 - PartG, BGBl. I No. 56/2012, must be checked and signed."
