Article 5. The Members of the National Assembly shall be elected by a general, universal, free, fair, equal, direct, and by means of secret voting.

The electoral system shall be proportional representation with the provincial and capital constituencies.

Article 6. The National Assembly shall have at least 125 (one hundred and twenty-five) seats divided by provincial and capital constituencies as follows: [further the article lists the names of 25 constituencies with the number of seats ranging from 1 to 12]

*Art.  135 meticulously spells out the mathematical formula (highest average formula) for the allocation of seats.

Comment

Candidates are elected from 25 multi-member constituencies using closed list PR system. Seats are allocated using the D'Hondt method.
