Article 7. In every Electoral district a committee is to be appointed by the order of the Minister of Justice and Islamic Affairs called 'The Elections and Referendums Supervisory Committee' comprising of the chairman from a judicial or legal body and two members, one of them takes the position of the secretary. This committee is authorized to prepare the voters' schedule, receive and sort the application for candidacy, prepare the candidates' schedules and look into objections regarding the process.

Article 8. The schedules of voters for the electoral districts are to be prepared according to the following rules:

1. The list is to be alphabetical order based on the official documents in coordination with the Central Population Registration at the Central Statistics Organization. […]

Third: Voters’ Lists:

The Supervisory Committees in each of the governorates prepares the voters’ lists in the constituencies of the Governorate which comes under the Committee’s jurisdiction. The following should be considered while preparing such lists:

1- The registry in the lists should include the name of the voter, their personal number and their regular residency address.

2- The lists shall be in alphabetical order based on the official registers and documents.

3- The electoral domicile shall be the place in which a person normally resides, or where they or their family used to reside if they are residing abroad.

4- The voters’ lists must include all those eligible to exercise their political rights, taking into consideration the previous participation in the electoral process based on the official records.

5- A voter shall not to be registered in more than one constituency

 

Comment

The Ministry of Justice and Islamic Affairs is the electoral management body in Bahrain. According to the Article 8.1 of the Decree No. 14 of 2002, the Ministry appoints Committees in each electoral district which prepares the voter lists in coordination with the Central Population Registration.
