Powers of the Council of Ministers in connection with the holding of the referendum

Art. 23. (1) The proposal, the subject of the referendum, is accepted if no fewer than those who participated in the last National Assembly elections participated in the voting and if more than half of the voters who participated in the referendum voted "yes".

(2) If the proposal, the subject of the referendum, is not accepted, a national referendum on the same issue may be initiated no earlier than two years from the date of the referendum.

(3) When fewer than those who participated in the last elections for the National Assembly participated in the voting, but more than 20 percent of the citizens with voting rights, and if more than half of those who participated in the referendum voted "yes", the proposal, subject of the referendum, shall be submitted to the National Assembly and considered in accordance with Art. 52.
