Legally constituted political parties which participate in at least one third of the  electoral constituencies of the elections of the members of the House of Representatives, provided that these constituencies are distributed at least on three quarters (3/4) of the regions of the Kingdom, and have covered at least half of the regional electoral constituencies relating to the election of the members of the aforementioned chamber.

The Constitutional Council, in its decision n°818.2011 (October 20, 2011), pointed out that this organic law provides for a series of strict rules relating in particular the principles of “participation in general legislative elections, equality before the criteria adopted in granting this support, proportionality between the amounts of funding granted, the number of seats and the number of votes obtained by each party, administration by political parties of their affairs in a manner consistent with democratic principles and the principle of good governance and the correlation between responsibility and accountability.
